Customs Reform and Modernisation

In January 2002, Crown Agents began to deliver a radical Programme of Customs reform in Bulgaria. The Programme had a significant and sustainable impact upon the effectiveness of th e Customs Service and directly upon the levels of customs revenue.

In order to build on the success already achieved, the Ministry of Finance signed a new contract with Crown Agent s in July 2004 to continue to provide assistance in the process of Customs modernisation. This resulted in a further increase in Customs revenue. A large number of sustainable reforms were also introduced, which provided the base for the BCA to maintain its level of effectiveness on accession to the EU on 1 January 2007.

Financial Administration Modernisation

In order to further improve the capacity of the Ministry of Finance and the revenue agencies, a new contract was signed in June 2007 to assist Bulgaria to meet the new challenges of an EU Member State. Crown Agents developed a Programme for Measures to Assist in the Modernisation of Bulgarian Financial Administration. Phase I of this Programme was completed in December 2008 and a new contract has now been signed for a further 18 months to implement Phase II.
