Scope and Objectives

The customs’ programme was designed uniquely for Bulgaria, combining sustainable reform, revenue enhancement and compliance with EU Accession requirements.

Crown Agents was able to do this by drawing on its experience of large reform and revenue enhancement projects throughout the World and of working on EU Accession processes through the European Commission's Phare Programm e.

Objectives of the Programme

To improve the Customs Service's overall performance and enhance Government revenues
To reduce corruption substantially
To increase the rate of reform and modernisation to meet the standards necessary for EU Accession
To facilitate and promote the movement of legitimate trade
