Horizontal Coordination issues

The Programme has the unique ability to stretch across the agencies within the Ministry of Finance. Each institution faces distinct challenges, but effective solutions require extensive coordination between and among the agencies. The examination and review of the existing situation in each of the agencies has been done with this objective at the core of any recommendations that follow.

All of the work areas under the programme require an element of coordination between every institution but there also are issues which extend beyond individual work areas and require even greater coordination.

There needs to be a concerted mobilisation of all the resources within the Ministry of Finance to effectively counter fraudulent activity within the economy. Faced with increasingly sophisticated tax fraudsters the Ministry should be more than a sum of its parts. Improving the coordination of the agencies’ control activities is therefore seen as a core element of this programme.

The Programme has the ability to facilitate the mechanism for the agencies to interact. It provides the opportunity for those charged with the responsibilities within the MoF and the relevant agencies to develop a concerted, systematic approach to the exchange and sharing of information.
