Supporting the Implementation of Financial and other Provisions arising from Bulgaria’s Membership of the European Union

Accession to the EU requires a number of changes to legislation, systems and procedures, within the responsibility of the Ministry of Finance and the relevant agencies. Although these issues are not identified as being of major concern to the EU, they remain of direct concern to Bulgaria.

Accession to the Single Market, the removal of internal EU borders, the implementation of EC Regulations and procedures and the introduction of new EC systems are a challenge for any new Member State. Inability to effectively meet these challenges can have a direct and significant impact on Government revenues. Crown Agents believes that the development and implementation of an action plan will significantly assist the revenue agencies to meet the challenges of EU accession and reduce the potential revenue losses.

Under Phase I of the Programme Crown Agents provided support to Bulgarian Government through:

  • Analysis of the impact of EU membership on revenue collection issues
  • Identification of areas of weakness and concern
  • Assistance with the development of an Action plan to address them
  • Assistance with the implementation of the Action Plan
