The Ministry of Finance is the owner of a number of sources of data which together contain a huge wealth of information. Each source of data in isolation can be analysed and reported upon to identify instances of corruption and fraud. However there is potential to combine these data sources in order to produce an effective, comprehensive and fully coordinated information system.

Under Phase I of the Programe Crown Agents’ work was focused on:

• Review of existing IT systems
• Report on the gaps and needs to improve efficiency
• Advice on the development of a Migration Strategy
• Assistance with the introduction of enhanced IT systems
• Advice on the creation and enhancement of inter-agency cooperation mechanisms
